Nervous System Intelligence: A Conceptual Framework for State-Based Regulation (Version 1.0)

Nervous System Intelligence (NSI) is introduced here as a state-based regulatory architecture for safe human functioning under load. Rather than proposing new biology, NSI organises established evidence from polyvagal neuroscience, systems theory and safety-critical engineering, defining how a nervous system recovers from perturbation and when it is safe to proceed.
This Version 1.0 paper is released under academic reference licence as the foundation for the forthcoming NSI Standard — spanning clinical, organisational and AI-mediated decision environments where human state integrity cannot be left to chance.
